You downloaded a boarding pass, a tax PDF, a ZIP for work, then another PDF “just in case.” Months later Settings says iPhone Storage Almost Full, Photos looks fine, and Safari’s Clear History button did nothing useful.
That is because Safari downloads are not in Safari. They live in the Files app — usually a folder named Downloads — and deleting them only parks them in Files Recently Deleted for 30 days. The meter moves when you empty that folder.
This is the map: find Downloads, delete what you do not need, empty Recently Deleted, and stop expecting website-data clear to free those gigabytes.
Where Safari Puts Downloads
Apple routes Safari downloads into Files. The default folder depends on one setting:
- Open Settings → Apps → Safari (on older iOS: Settings → Safari).
- Tap Downloads.
- See whether it is set to On My iPhone, iCloud Drive, or another Files location.
Whatever you pick, the files show up in Files → Browse → Downloads (under Favorites or Locations). Chrome, Edge, and “Save to Files” from other apps often land in the same neighborhood. AirDropped documents do too.
Quick check: open Files, tap Browse, then Downloads. Sort by Size (More … → Sort By). The biggest PDFs and ZIPs float to the top. That list is usually worth more than another photo swipe session.
Delete Downloads in the Files App
This is the delete step. Space still does not come back until you empty Recently Deleted afterward.
- Open Files → Browse.
- Tap Downloads.
- Tap Select (top right).
- Tap the files you do not need — or tap Select All if the whole folder is junk.
- Tap Delete. Confirm if asked.
One-file shortcut: swipe left on a row → Delete. Long-press a file → Delete works the same.
Delete in Downloads
Moves the file to Files Recently Deleted. A 30-day clock starts. You can Recover from that folder.
Useful when you might still need the boarding pass next week.
Empty Recently Deleted
Permanently removes the file now. Storage can drop after iOS recalculates. Recover is gone.
Useful when you meant it and you need the gigabytes today.
Empty Files Recently Deleted (Required for Space)
Same rule as Photos: swipe-delete is a move, not an erase. Walkthrough for every bin is in how to empty Recently Deleted. For Files only:
- Files → Browse.
- Under Locations, tap Recently Deleted. Scroll the Locations list if it is missing.
- Tap More (…) → Select → Delete All.
- Confirm. Apple: emptied items are not recoverable.
Wait a minute, then reopen Settings → General → iPhone Storage. The Files / Documents bar should drop. If it does not, you emptied Photos trash by mistake, or the big files are still sitting in On My iPhone outside Downloads.
On My iPhone and iCloud Drive Folders People Miss
Downloads is the usual pile. It is not the only one.
- On My iPhone — Browse → On My iPhone. Open Downloads, Documents, and any app folders that store exports. Local copies do not sync away when you free iCloud.
- iCloud Drive — same Browse list. Large files here count against iCloud storage and may still take local space while downloading or optimizing.
- Recents — a view, not a second copy. Deleting from Recents still sends the file to Recently Deleted.
Sort any folder by Size. A single 400 MB ZIP from last spring often beats twenty small PDFs.
Clear Safari History vs Delete Downloads
Two different buttons. Mixing them up is why “I cleared Safari” fixes nothing.
Clear History and Website Data
Settings → Apps → Safari → Clear History and Website Data.
Removes history, cookies, and site caches. Helpful for privacy and a little cache. Does not delete Files Downloads.
Delete in Files
Files → Downloads → Delete, then empty Recently Deleted.
Removes the actual PDFs, ZIPs, CSVs, and videos you saved. This is the storage reclaim for downloads.
Offloading Safari (Settings → General → iPhone Storage → Safari → Offload App) also leaves Downloads alone. Offload strips the app binary and keeps Documents & Data — see offload vs delete. Your PDFs are Documents & Data.
What About Photos Saved From Safari?
Long-press an image in Safari → Add to Photos (or Save Image) writes a copy into the Camera Roll. That file is not in Downloads. Delete it in Photos, then empty Photos Recently Deleted. Screenshots of web pages are the same story — screenshots how-to.
If storage is still high after Files is clean, the hog is usually the photo library: duplicates, similar takes, Live Photos, and big videos. Files cannot fix that.
